Abu Dhabi is emerging as the UAE's next employment hotspot with a 25 percent rise in demand for blue-collar Indian workers driven by infrastructure projects and a booming industrial sector.
The growth comes as the UAE private sector workforce expanded 2.5 percent in Q1 2026 and skilled jobs rose 1.5 percent. These figures point to continued job creation even as overall hiring intentions moderate.
Sectors Driving Opportunities
Key hiring sectors in Abu Dhabi include construction, technology, energy, finance through the Abu Dhabi Global Market, and manufacturing. Automotive roles carry an 83 percent hiring outlook and finance positions show a 73 percent outlook. Abu Dhabi and Dubai rank as the top cities for employment opportunities in the UAE because of their large economies and concentrations of multinational companies.
Hub71, the global tech ecosystem based in Abu Dhabi Global Market, has onboarded over 315 startups from 54 countries that collectively raised more than 1.5 billion dollars as of 2024. The emirate's startup ecosystem generated 4.2 billion dollars in value between 2021 and 2023 at a 28 percent compound annual growth rate, with activity concentrated in fintech, climatetech, and web3 and digital assets.
Skills Gaps and Outlook
Employers face significant difficulty filling roles due to shortages in AI literacy, AI development, IT, data, engineering, and sustainability expertise, with 75 percent of UAE employers citing these gaps. The Net Employment Outlook for the UAE fell to 17 percent in Q3 2026 amid geopolitical uncertainty, although information services maintains the strongest hiring outlook at 31 percent and demand for AI-expert candidates remains high.
Businesses can address these conditions by prioritising candidates with demonstrated AI and data skills while expanding training programmes in construction, energy transition, and financial services. Nearly 40 percent of employers already prefer candidates with UAE local experience, particularly in construction and real estate projects active in Abu Dhabi.
