The UAE net employment outlook fell to 17 percent in Q3 2026, down from earlier readings, as employers cited geopolitical uncertainty when making hiring choices. Trade and logistics posted the steepest drop to negative 8 percent.
That shift matters now because 48 percent of UAE companies still intend to expand teams this year while 75 percent report trouble filling posts in AI literacy, IT, data, engineering and sustainability. Decision-making has slowed particularly for entry-level roles as firms balance those shortages against external risks.
Abu Dhabi and Dubai retain strongest momentum
Abu Dhabi and Dubai continue to post the strongest hiring activity within construction, technology and energy, supported by large-scale infrastructure and clean energy projects. New business licences in Abu Dhabi rose 21 percent in Q1 2026 compared with the same period in 2025, driven by professional and commercial growth.
The UAE private sector workforce expanded 2.5 percent in Q1 2026, with skilled workers up 1.5 percent and registered companies rising 0.4 percent. Financial services including banking and fintech, AI and data, energy transition, and construction remain priority areas for Abu Dhabi employers.
Local indicators show measured pace
Hub71, the global tech ecosystem in Abu Dhabi Global Market, has onboarded more than 315 startups from 54 countries that together raised over 1.5 billion dollars as of 2024. Aldar Properties has committed 1.4 billion dollars to new office, retail and hospitality assets on Al Maryah, Yas and Saadiyat Islands by 2027.
Employers note that nearly 40 percent prefer candidates with prior UAE experience, especially in construction and real estate. While the overall outlook has softened, Abu Dhabi’s diversified base continues to draw multinational activity.
Companies are expected to continue weighing global developments against local project pipelines when finalising hires through the second half of the year.
