Abu Dhabi Traces 2025 Updates Back to 2015 Laws and Recent Approvals

The Abu Dhabi Executive Council issued 2026 resolutions appointing Abdulla Mohamed Al Blooshi as Director General of the Urban Planning & Permits Centre and Eisa Mubarak Almazrouei as Director General of Infrastructure Development at the Department of Municipalities and Transport.

These appointments follow earlier administrative decisions by the Department of Municipalities and Transport that implement Law No. 3 of 2015, later amended by Law 2 of 2025, covering real estate escrow disbursements, jointly owned property management and compensation for cancelled units. The same period saw Emiri Decree No. 1 of 2025 reorganising the Ruler's Representative offices in the Eastern and Western regions together with Administrative Decision No. 5 of 2025 on heavy vehicle movement in Abu Dhabi city.

Fee Adjustments and Livability Funding

Abu Dhabi reduced licensing fees for all economic activities to Dh1,000, cancelled waste producers' tariffs and service provider fees, and set yearly municipal authentication fees at Dh50. In September 2025 the Executive Council approved a Dh42 billion expansion of the Livability Strategy to fund over 60 projects including 200+ parks, 24 schools and 21 mosques.
