Abu Dhabi ranks among the world's top 50 startup ecosystems, with an ecosystem value of $73.4 billion generated between July 2023 and December 2025. That figure marks a 3,057% increase from the 2018-2020 period, according to data tracked by Startup Genome.
The scale of activity matters now because the emirate positions itself as an emerging AI and quantum computing hub at a time when global regulators examine data use, model safety and cross-border technology transfer. Sovereign investment flows into sectors that include Fintech, Climatetech, Web3 & Digital Assets and AI, each backed by 12 accelerators and incubators.
Hub71 at ADGM and infrastructure foundations
Hub71, the global tech ecosystem housed in Abu Dhabi Global Market, hosts approximately 300 startups from 54 countries. Those companies have collectively raised over $1.5 billion, equivalent to AED 9 billion. The same infrastructure that supports this activity includes the first capital city with 100% fibre-to-home broadband and the fastest mobile network operator globally, both resting on superfast 5G coverage.
Additional programmes such as startAD target seed-stage startups, while separate work proceeds on a qubit-powered computer intended to compete internationally. These steps occur against a backdrop of sovereign-backed funds and tax advantages that have drawn companies to the emirate.

Expansion into advanced AI systems and quantum hardware inevitably raises questions about data governance, dual-use capabilities and long-term societal effects. No local figures yet quantify those risks, yet the concentration of capital and talent in a narrow set of frontier technologies makes the issues difficult to set aside.
